It's a major step in the German automaker's electrification effort in North America.\" data-c-credit=\"Henry Payne, The Detroit News\"><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\">EVs make up a sliver of U.S. sales, but the German automaker is all-in, hiring innovative\u00a0former Cadillac chief Johan de Nysschen to run the show from Chattanooga; building a battery assembly plant; and partnering with Korean battery supplier SKI, which has erected a multi-billion plant across the border in Georgia.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cWe\u2019ve got to make it work,\u201d said de Nysschen, the chief operating officer for Volkswagen of America, who built a reputation as a straight shooter in a career that spans Audi, Infiniti and Caddy. \u201cWe have burned the bridges behind us.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">VW\u2019s ID.4 and smaller ID.3 already make up 15% of VW\u2019s German sales with heavy government subsidies. VW, like the Detroit automakers, says U.S. taxpayer support is key as it ramps up sales of the ID.4 (the ID.3 is too small for America) as well as a future ID Buzz van and an as-yet-unnamed sedan.<\/p>\n<p class=\"gnt_ar_b_p\"><em>The Detroit News tested an all-wheel-drive, $50,870 version of the ID.4 across southern Tennessee. With its 77\u00a0kWh of batteries stored under the cabin, the nimble EV recalled Tesla\u2019s hot-selling Model Y SUV with\u00a0keyless startup and liquid-smooth acceleration. At the Chattanooga Aquarium, ID.4 turned the heads of a young couple.<\/em><\/p>\n<p class=\"gnt_ar_b_p\"><em>\u201cIs that a new electric car?\u201d said one. VW has become a prominent member of the Tennessee community.\" data-c-credit=\"Henry Payne, The Detroit News\"><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\">Unlike the Detroit automakers, however, VW is not targeting Tesla with the compact-sized ID.4 \u2014 but segment volume sales leaders like the gas-powered Toyota RAV4 and Honda CR-V.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cToyota and Honda don\u2019t have anything like this,\u201d said Scott Keogh, de Nysschen\u2019s boss who runs VW North America from Herndon, Va.<\/p>\n<p class=\"gnt_ar_b_p\">Keogh expects a $7,500 to 10,000 tax rebate from Congress this year for each EV buyer. Significantly, he expects the rebate will be at the point of sale with no volume cap \u2014 a departure from the past, when Congress handed out $7,500 tax credits that could only be realized against an individual\u2019s tax liability. The tax credit was capped at 200,000 sales \u2014 a number Tesla and GM long ago eclipsed \u2014 but would now be limitless.<\/p>\n<p class=\"gnt_ar_b_p\">Subtract $10,000 from the $50k ID.4 tester and its $40,000 price tag is close to that of a loaded RAV4 Hybrid.<\/p>\n<p class=\"gnt_ar_b_p\">Previous government attempts to encourage U.S. alternative fuels \u2014 diesel, ethanol, electric \u2014 have struggled. Auto executives are mindful that only Tesla (which accounts for 2 in 3 EV sales in the U.S.) has gotten any traction, even without a tax credit. Keogh acknowledges the\u00a0paradox\u00a0but says VW must meet market demands today to pay for the transition to VW\u2019s EV plans of tomorrow. It\u2019s a similar\u00a0business model to that of Detroit automakers with pickup trucks\/EVs.<\/em><\/p>\n<aside id=\"gnt_atomsnc\" class=\"gnt_em gnt_em_anc\" data-g-r=\"lazy\" data-gl-method=\"loadAnc\" aria-label=\"Newsletter signup form\">\n<div class=\"label\" hidden=\"\"><\/div>\n<div class=\"container\">\n<div class=\"message\">\n<div class=\"container\">\n<div class=\"input-container populated\"><em>\u201cThe Atlas makes nine times as much money as the Passat sedan that we used to build here,\u201d said Keogh.<\/em><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">Industry leaders say a confluence of factors has ramped up the pressure for automakers to ditch gas engines: the rise of socialist governments, activist corporations\u00a0and the continuing decline of lithium battery prices.<\/p>\n<p class=\"gnt_ar_b_p\">Governments are demanding battery-powered vehicles. China, the world\u2019s biggest auto market, is punishing gas engines. So is Europe \u2014 and in the U.S., former presidential candidate and socialist Sen.\u00a0Bernie Sanders (I-Vt.) is leading a historic, $3.5 trillion climate bill that aims to transform the auto and utility sectors to zero-emission.<\/p>\n<p class=\"gnt_ar_b_p\">Regulators in states like California, America\u2019s (and VW\u2019s) biggest auto market, are for the first time dictating which powertrains carmakers must build.,<\/p>\n<p class=\"gnt_ar_b_p\">\u201cUnder government EV regulations over the next 10 years, we won\u2019t be able to sell (internal-combustion vehicles),\u201d said Keogh. \u201cWe have to invest now.\u201d<\/p>\n<p class=\"gnt_ar_b_p\"><em>Chattanooga roads are largely devoid of EVs. Only 2% of the U.S. market is electric and half of those sales are in politically green California. The V6-powered Atlas SUV is more prevalent here along with other gas-powered SUVs that fill up at $3 a gallon. Automakers point to Norway as the best example of electric adoption \u2014 there, EV sales are subsidized by\u00a0about 50% of sticker, and gas prices are taxed to $8 a gallon.<\/em><\/p>\n<p class=\"gnt_ar_b_p\"><em>\u201cI don\u2019t expect American politicians to approve $8-a-gallon gas,\u201d smiles de Nysschen.<\/em><\/p>\n<p class=\"gnt_ar_b_p\">Encouraged by activist investors, CEOs like Keogh and GM&#8217;s Mary Barra have become vocal on global warming, echoing Democratic Party rhetoric that the planet is in crisis.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cWe see it almost every day now. Environmental danger is a focus around the world,\u201d said Keogh. \u201cIt is true for every farmer, every fisherman. We will make a difference.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Corporations across the spectrum are united on this \u2014 as well as an unspoken fear they will become targets of government lawsuits to clean up weather-related damage. \u201c(Electrification)\u00a0will be the biggest transformation in the history of the automobile,\u201d said de Nysschen.<\/p>\n<p class=\"gnt_ar_b_p\">The embrace of such a partisan Democratic issue in Republican-controlled Tennessee would seem to work against Volkswagen. But the automaker has been embraced by Republicans here for bringing thousands of jobs to the state with its sprawling, 3.8-million square foot facility thanks, in part, to its right-to-work status.<\/p>\n<p class=\"gnt_ar_b_p\">The refusal of VW to unionize plants has rankled Democrats and led to two contentious \u2014 and failed \u2014\u00a0UAW campaigns to unionize. Republicans have rallied around VW (and foreign transplants in other states) to oppose Democratic attempts to give EVs produced at unionized plants an added $4,500 tax break.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe rules have been tilted after we agreed to what the rules were,\u201d said de Nysschen of labor agreements under a new North American free trade deal (USMCA) that gave workers the right\u00a0to choose union representation.<\/p>\n<figure class=\"gnt_em gnt_em_img\"><img decoding=\"async\" class=\"gnt_em_img_i\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2021\/09\/16\/PDTN\/4464c09e-9fad-4b27-adf4-8cec5137c392-vw-chattanooga_int.jpg?width=660&amp;height=372&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" srcset=\"https:\/\/www.gannett-cdn.com\/presto\/2021\/09\/16\/PDTN\/4464c09e-9fad-4b27-adf4-8cec5137c392-vw-chattanooga_int.jpg?width=1320&amp;height=744&amp;fit=crop&amp;format=pjpg&amp;auto=webp 2x\" alt=\"Like the Ford Mustang Mach-E and Tesla Model 3, the interior of the VW ID.4 EV is spare and high-tech.\" data-g-r=\"lazy\" \/><\/p>\n<div class=\"gnt_em_img_ccw gnt_em_img_ccw__cap gnt_em_img_ccw__crd\" data-c-caption=\"Like the Ford Mustang Mach-E and Tesla Model 3, the interior of the VW ID.4 EV is spare and high-tech.\" data-c-credit=\"Henry Payne, The Detroit News\"><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\"><em>The Detroit News piloted the ID.4 across 128\u00a0miles of hilly Tennessee landscape. But the AWD model\u2019s battery lost 171 miles\u00a0\u2014 or 75% \u2014 of predicted range on a 75-degree September day. Come winter, the battery will suffer further in cold conditions.<\/em><\/p>\n<p class=\"gnt_ar_b_p\"><em>Such concerns, VW executives say, make the 249-mile range ID.4 a suitable suburban commuter car. They hope Congress\u2019s billions will fund infrastructure to make long-distance trips more viable. Keogh himself uses an ID.4 to commute while his wife\u2019s gas-powered Audi Q7 does trip duty.<\/em><\/p>\n<p class=\"gnt_ar_b_p\">After Dieselgate, VW is determined to use ID.4 to remake the company\u2019s image. It also makes sense for the company\u2019s bottom line. Smaller companies don\u2019t have VW\u2019s billions to build new battery plants like Chattanooga. After all, the hottest vehicle in VW\u2019s lineup is not the ID.4 but the all-new, gas-driven, $24,190 Taos SUV, which sold more than 7,000 units in July \u2014 more than all ID.4 sales in the second quarter.<\/p>\n<p class=\"gnt_ar_b_p\"><em>Henry Payne is auto critic for The Detroit News.
